After deactivating the acl , it still works

There are already an acl which gives restriction to state field in approval table and i created an acl to give access to state field for some more users and when i deactivated the acl which is still giving access to everyone.
Please help me on this.

Hi Joyal,
Make sure there is no other ACL which is providing the access to state field. Plus you might want to see the roles of the users trying to access it.

Right now it is giving access to all internal users

As per this ACL, the user who is internal and satisfies the condition as well where the user is either having approval_admin role or the user is a deligate user for someone. So if the users satisfies above conditions then only they should have access to state field. Please make sure the users you are impersonating should not satisfy the above conditions.
And can you try logging out once and then re - login and test other users, sometimes there is just some session issue.
