OOB set variable value(SP) doesn't have an assert that the variable was not set. There are situations where, user clicks the variable dropdown and selects a value and a value is not expected in the dropdown. If it is expected then the set variable value steps goes through but if it is not expected then there is no way to check user was not able to set the value.
