Change the Chevrons titles at the top of a project

We would like to change the titles of the Chevrons at the top of a project inside ServiceNow.
1. Is it possible ?
2. If so is it a per user change or global?
I've added an attachment and highlighted in yellow what I am referring to w/respect to the Chevrons.

We are just starting out with SNOW so most of what you stated is a little new to me.
After doing some additional searching on this site (community) it appears a lot of users of SNOW do quite a bit of manipulation/creation/editing of these stages/phases/states... for various initiatives (Project/Release/Problem...).
My concern here is that we are being told NOT to change these states. Here is an excerpt from what the Partner we are using to implement SNOW stated in regards to changing these

Because there’s some out of the box integrations and configurations that are dependent on those phase values and if you end up changing them, not that it can’t be done, we’ve certainly done that before. There’s just an extra configuration work that has to be done behind the scenes to take that into account. So this is where the old using as much out of the box versus trying to minimize Tailoring and configuration subject comes in, right? So what we typically do Sarah is “These are the five phases”, these are how these are intended to be used, and unless there’s a really compelling business reason why they can’t be used, let’s consider at least day one, lets try them out and see, assess the fit right and then maybe in a future phase or something needs to be tweaked, we can certainly do that. You just don’t wan to go in with a bunch of customizations unless you have to. That’s to save you time and money and keep things simple as possible from an administration use perspective.

I feel changing these stages or creating these after we go live and have records in the system will take more work than getting things setup upfront.
Thoughts?
