Comparing PROD and DEV Instance

How to compare the PRODUCTION instance and DEVELOPMENT Insatance?

Also, how to know what fields/properties/applications/rules....etc anything are in sync in both instances or not?

For example:

1) If i have 1000 user records in PROD and 800 user record in DEV, How can i know rest the rest of the records.

2) If i see 3 spprovers in 1 of the application roles in PROD and i have 2 approvers in app role in DEV instance, in this case i want to compare all the approvers in application roles in both the instances.

There is no way to compare. Better clone Dev from prod and make it same.
