Creating a custom Admin role for a custom table

Hi community,
we have created some custom tables and the requirement is I need to crate a Custom Admin role for these custom table, He will have the admin accesses to only one custom table. where in he will have read write crate delete access with this he should also have access to create new fields, Data/UI policies BRs, client scripts, Notifications, Flows, Views but only for the custom table...
For Example -
I have created a table - "ABC_Table" and User - "XYZ_User"
XYZ_User should have read write crate delete access to ABC_Table
also XYZ_User should be able to create Data/UI policies BRs, client scripts, Notifications, Flows, Views and etc for ABC_Table only
(XYZ_User Does not have admin role)
hope you have understood my requirement, If yes then give me a way to achieve this, if No then just comment I will give more info on that..

I think, to work on system component as you said, BR / Policies, we need full admin rights as there are lots of ACL and core code which support this.
