Does it cost money if a deactivated user remains in a group having ITIL/Approver role.

Scenario:
User A is deactivated, but part of Group ABC which is having ITIL or Approver role.
Does user A still consume license and it cost money or not?

Hi,

ServiceNow uses filter as attached but it all depends on when they report on platform.

So, in a way it may if it falls under the period that ServiceNow will be reporting on.
