XML is good option and right answer here.
IDR is another option but that is not in list https://www.servicenow.com/community/itsm-forum/best-way-s-to-transfer-data-between-instances/m-p/61...

It's option B.
Update sets are used to move customizations done in the instance to higher environment such as DEV to QA and QA to PROD etc
If my response helped please mark it correct and close the thread so that it benefits future readers.

The most efficient way to move large amounts of data between ServiceNow instances is Export to XML. This method preserves data structure, relationships, and metadata, ensuring accuracy and consistency during transfer. It’s ideal for exporting data from tables and importing it directly into another instance. Update Sets are designed for configuration changes, not large datasets.

Exporting to XML is indeed a common method for moving data between ServiceNow instances, especially for smaller datasets or specific records. However, for large amounts of data, Export to Data Package is generally more efficient as it is optimized for handling bulk data transfers.
What kind of data are you looking to transfer?
