Email is sitting in 'send/ready' state always. How to make it default to be in 'sent' state

I am using Washington DC version. Email is sitting in 'send/ready' state always. How to make it default to be in 'sent' state.

'Email sending' is enabled in the email properties

Thank you! According to this article we cannot send emails from PDI, so always the email state will be in 'send/ready' state.
