Emails are blocked due to error: Ignoring inbound email with subject 'Undelivered Mail Returned to Sender' or userEmail 'MAILER-DAEMON'

I am trying to create my own actions for when an email fails to send but my inbound action never gets picked up. Instead I get the below error. What setting/property do I need to update to NOT block the MAILER-DAEMON?

The only other thing I can think of is remove "returned mail" from this one: Ignore email when subject starts with text (comma separated, case insensitive).
