Global Search core UI: User not able to see 'People - Users' option

Hi everyone,
I am currently experiencing this issue where the user with ITIL role is unable to see the 'People - Users' option from Global text search results page in Core UI.
- Checked 'People & Places' from "Text Search Groups" table, it has role ITIL, Admin role (screenshot below).
- I checked ACL and it has correct read role
Impersonated an ITIL user and searched my name, i could not find it in right side panel in search result
When i login as myself and search i see "People User" as below
Tried the option provided from here, and it didnt work.
Can you help me, how to fix this issue.

- Navigate to https://YOURINSTANCENAME.service-now.com/now/nav/ui/classic/params/target/sys_search_context_config....
- Click on to the option for 'Users'
- Check and update the Role(s) as necessary.
