How to activate Knowledge Flagging

We are currently running Geneva, on track to upgrade to Helsinki in a few weeks. In both platforms, I have been unable to get visibility to the Knowledge Flagging feature that is apparently supposed to be a native feature of SN Knowledge. The info pages talk about clicking the Flag Article link in the article header...but I don't see this link, either in Geneva or Helsinki. And there is nothing I can find in the Properties that talks about switching flagging on or off.
I am missing something, and once again the SN documentation isn't helping me. Any ideas?

That property is switched on.
I also note that the page you linked to appears to be for pre-Geneva versions, we are on Geneva and headed to Fuji.
I have said Yes to all the ratings available - 5-star ratings, Yes/No "Was this helpful?". I have appropriate roles populated into visibility for the above two and the Knowledge Flagging, but it is still not showing up in my articles when displayed.

Hi Michael,
Did you resolve this? I'm seeing the same behavior this morning despite seemingly having the properties correctly set as specified by the documentation
