How to edit the login widget on the login page of a servicenow instance

Hi,
We have a requirement of displaying a text in the login widget that appears when we hit the instance url.
I tried editing the "widget-login" in the "login" page and found the changes we not reflected. To test, I deleted the widget "widget-login" from the page "login" but still the above image appears when I hit the instance url in my browser.
This means the widget "widget-login" and the page "login" are not the one's being used. Can someone please guide me to the right widget/page that is being used when we first hit the url.
Any leads are highly appreciable.

Hi Maik,
That helped. Here are the reflected changes as per the document. Our final requirement is to have a popup similar to Terms and Conditions with two buttons "Accept" and "Cancel" when we hit the url. So when the user "Accepts" the terms and conditions it should then display the login widget. Is there a way to display a modal/pop-up first and based on the output of the modal then display the login widget?
