How to hide the "create a report" button?

How to hide the "create a report" button in below page? I can't find it in "UI action" table, is it a widget or something else? I want to hide this button for some users and also pop up a message window. Thanks.

Is there any specific reason to hide this UI action? You can restrict the option to create a new report by assigning or removing the appropriate role from users. Also, just to update you— the legacy Reporting module has been merged and enhanced under Data Visualization. This interface will no longer be available starting from the Yokohama release onward
