How to add some Subscriptions to a dev or vendor instance?

I want to data on Subscription Overview page, under Subscriptions list. The list is currently empty for me. I thought installing some "subscription" and "paid" plugins would add this automatically however even after installing a bunch of such plugins, the list is still empty.

This list is populated via license_detail (Subscirptions) table however there is no way to manually add a subscription. The "Using Subscription Management" doc page says "Purchase new subscriptions from the ServiceNow Store", however I'm not sure how to purchase subscriptions? Is it not same as purchasing or installing "subscription" plugins/apps?

Subscriptions aren't required in sub-production or vendor demo instances to install plugins.

If a plugin isn't available on vendor demo instance, it needs to requested from the Store. You'll have to contact the staff member in your organisation who supports the instances and they can request the plugin via the Support/HI Portal through automation.

Subscriptions are managed by your ServiceNow Account Manager, you will need to reach out to them to procure and apply subscriptions to an instance.

Plugin is not an issue, I am an admin myself and have installed plugins both from within plugins view and from Hi portal to this instance, and they have been installed.

We are creating an integration where our client app (outside ServiceNow) calls ServiceNow APIs to get Subscription data and do something with it. To test this, I need to have some data in Subscriptions view. Usually when we install a plugin, it may install Demo Data too, but Subscription Model is a pre-installed plugin and it does not have any demo/test subscriptions.

So what I really want is to add some demo/test subscriptions so I can test then from client app.
