Right-click the field label and select 'Configure choices' and you should see some additional options you can add.

if you go to the choices of the drop down values

right click "time Zone" field >> configure dictionary >> choices >> search value as "ist" >> then you will see the inactive column, mark that inactive false then it will be visible.
