In a Catalog Task receiving an email when a user is tagged in additional comments

I have a requirement whenever a user in tagged in additional comments on any module task, ritm or incident then it should trigger an email to that user containing the comment and ticket record link when clicked on that ticket number it should open that ticket record in Servicenow.

Is it possible? If yes, how?

There is a OOB Notification - "Activity Stream @Mention Email" , it should be active and then mentioned members will get notifications and we can configure accordingly.
