List Control not showing View option for non Admin users

Our user's don't have the option go to their List Control and select different Views.

What setting do I need to update so get "Views" to display under List Controls?

Screen shots show my view showing Views and other users not showing it.

Just confirming , did you check the article which i have mentioned,

also validate the properties if adding role on user profile is not solving the issue have a look on "glide.ui.view_change_roles" properties.

You need to give the other users the 'view changer' role to be able to change views

Not yet- we already had the setting in the KA applied.
