Message Update: "You do not have sufficient privileges to access this knowledge item"

We are hoping to update the "You do not have sufficient privileges to access this knowledge item" message with an additional note reminder about ensuring that the user is logged in to authenticate themselves.

Where is this message stored and able to be configured?  Thank you!

After searching for a while, I finally posted this question.  Only after posting this question and continuing my search was I able to find it within the next couple minutes. ~sigh~

For anyone who is curious, it is in UI Macros... Name = kb_view_cannot_read.

Thankyou for mentioning the name of UI macro. 

When/How is this UI macro getting triggered? I try to global search for a retired knowledge article / knowledge block or if I try to retire a knowledge block from form, this message pops up. 

I'm not sure of the technical answer which I believe you are looking for. The primary event where this was popping up and for which we wanted to update the message was when an unauthenticated user was attempting to access knowledge which required authentication. The vast majority of time, it was because the user wasn't signed into ServiceNow, but had a link to a knowledge article which required authentication.
