I played around with it for a bit, but I found the Conversational Interfaces a lot easier to set up and it had what I needed. So I didn't really explore it any further, sorry.
I needed to send a message to a user if they forgot to register time and link their timesheet, so it works the same as a normal notification with the exception that they can interact with the Virtual Agent. I then pushed the Virtual Agent to all teams users in our azure.
Not sure if this is what you are looking for, but if it is, you can Login to the ServiceNow Store and search for Conversational Integration with Microsoft Teams to find the app.

Yes this is what I currently have setup to have the virtual agent send a message to an individual on ms teams. The only problem I have it wanting to attach that notification to a flow designer since the only trigger options are record change and event.

Ah yes, you could create a custom action to generate an event to trigger the notification maybe? Or do as suggested in this https://www.servicenow.com/community/developer-forum/create-event-equivalent-in-flow-designer/m-p/16...
But ye, preferably it would be easier to just have the graph spoke working as easy as the other. I might look into it the next month, but I know that doesn't help you now 😄
