If a core UI dashoboard is migrated and if the same dashboard is tried to be migrated again will the system throw duplication error

No, it doesn't. But it does move your 'old' dashboard to inactive, so why would you want to migrate it again? What are you expecting from that? 

On the other hand: it also isn't creating a duplicate dashboard, not even if you have moved it back to active for some reason.
