Missing "Pending Retirement" Substate

Hi team,
I have a question regarding the asset state and substates. The "Pending Retirement" substate was introduced in the Washington DC release but wasn’t available in the Vancouver release. The instance I am working on is on the Washington DC release, and I’m wondering why this substate isn’t appearing for the English language, even though it is available in other languages.

The 'sys_choice' list is a notorious table to be ignored while reviewing skipped changes (just because it is very difficult to compare side by side). If you already had a customization (custom choice added/OOB choice changed) your choice list is skipped during the upgrade and if not thoroughly checked on an upgrade, you are going to miss newly added choices. Since the default list is the English one, it could be the cause for missing it in English.
If you have a PDI, it may be good to just xml the EN choice option from there to your own instance.

@Mark Manders Thank you for your response! I had the same thought, so I checked my Now Learning PDI, which is also on the Washington release, and noticed the choices seem to be missing. I became aware of these choices because one of our non-English users could see them in the customer instance, while the English-speaking users couldn't. PFA for the same
