Non ITIL vs ITIL view of User Profile in Service Portal

Good morning! 

I am trying to make the view of the user profile the same for ITIL and Non ITIL users. We have enabled searching for users on our Service Portal and want users to get the same experience on user profile regardless of roles. 

I found an article about adding a "Who Can View" related list but am unable to see that in my instance. 

Please help!

The "who can view" related list is available when you activate the Service Portal User Criteria Support plugin. Then you can define who can and cannot view portal pages and individual widgets using User Criteria.

Thank you for your reply! I activated the plugin and was able to configure the related lists but they are not visible after I hit save. Am I missing something?
