Not able to Move the data labels to the Top of the Bar

We are creating Bar charts by choosing "Opened On" and selecting QTR from  a particular category. The Data label always shows in the Middle of the Bar and it is not viewable for the Organization. How can we move the Data label to the Top of the Bar graph and need to have the option to change the color of the Data label.

Is it a normal report or a PA? If it's a normal report, you have options here to adjust
