Page inaccessible after upgrade

After having upgraded my instance to Australia, I can no longer access this page (see attached screenshot). I've checked the ACLs and even tried creating a new one that explicitly allows access to the page, but no matter what I try, I still get this error message displayed. Even selecting the "Admin overrides" checkbox doesn't help. Any ideas on how to fix this?

Let me start back at the basics.  Your image has you end pointed to a URL that results in that message regardless of instance version.  If you are at the Classic UI ("/now/nav/ui/classic/params/target/home.do"); Which page are you attempting to access?

The one in the screenshot. I want to customize it, but I can't seem to find a way to access it in the first place because access is denied.

After upgrade , did you logout and login again?

Dis you clear the cache and try.
