The quiz designer provides a single interface that users can use to create, edit, and distribute quizzes.

But how can I customise this page on my own? I want to remove some buttons and features; is it possible?

It's not possible. The code of this page is not accessible for customers.

the survey designer page is "$ng_sd.do"

Any UI page which starts with $ is a UI page coming from platform and we won't find it in UI pages table

So since we can't see that we can't edit it as well.

You should also ask yourself the question why you would want to change that page. Next to it not being possible, if it's about removing some stuff, you can also just decide not to use it.
