Restrict images in the body of the e-mail using inbound actions

Dear All,

I've a requirement like when user submits an e-mail with images in the body of the e-mail that should not come as attachment in incident. but if he is attaching some files then its should display as attachment how to achieve this using  inbound actions

Can some one help me on this
