Received the below from one of my colleagues today and am looking for help on how to accomplish this. Thanks!
You know what I wish Service Now had? (and maybe it does, I just dont know about it). The ability to schedule tickets to be created in the future. Like there are so many things where you have to give access to something for a few weeks and then take it away. Instead of leaving a ticket open for so long, close the one you give access, schedule a ticket to be created and assigned to yourself in four weeks, and then it pops into your queue when you need to finish up the work.

You can use a scheduled job to create a task any time you want. I.e when you close the first ticket (perhaps with a specific ui action?) you could have it put in a scheduled job to create the new ticket i X amount of time, or perhaps popup something and ask in how many days you would like this task scheduled for. There are a few ways to solution it, but it sounds like a scheduled job would be the answer to your request.

You can also do this with Templates. You can create a template with the base fields you want to fill in and schedule it for sometime in the future, (one time or on some regular time interval).
