Hello,
There are different levels of it and if you read the "end-to-end" definition in the link you mentioned, you'll see that it's a summary.
In the other link you mentioned below, that too has discussion and states that there's a free component to it and paid.
Unless you've used this yourself and have contacted ServiceNow to verify that it's "also completely free"...it's not and hasn't been and this is a per my own experience and usage of the product over the years working with different clients. This is also stated by others in the link below that you shared where others also talk about a free and paid format to it.
The scenario can be different depending on the customer and their contract and relationship.
