Setting user to a "non-fulfiller" role.

I am familiar with the "fulfiller" role and applicable setup.

What is a "non-fulfiller" role and how would I set user to "non-fulfiller" status?
Specifically, is this an active user with no groups/roles assigned?
If not, what roles/group encompass "non-fulfiller"?
Which module is recommended to set "non-fulfiller" status if it is not "users".

Hi,

    Newly created users are automatically assigned the snc_internal role when they first attempt to log in to the instance, unless they have been explicitly assigned the snc_external role.

A Non-fulfiller is someone who asks for the work to be done, while a fulfiller is someone who does it. The ability to carry out these actions ties in closely with roles and therefore impacts ServiceNow licenses.

so you can say that all end users in your instance without ITIL role are considered as non-fulfiller
