Standard change template bug in flow

I am having an issue when using standard change templates in a flow, they don't include estimated hours.

Estimated hours is declared in the template and it works fine if the change record is created manually.

However, when created via a flow, estimated hours are not included. Everything else looks ok.

Anyone know what could be causing this?

Thanks

I created a new test template:

I use this to create a change when a certain catalog item is requested. The change is created, but all of the number fields appear to be blank:

any idea what could be causing this? This is not an issue if you create the change manually.
