Standard change template bug in flow

I am having an issue when using standard change templates in a flow, they don't include estimated hours.

Estimated hours is declared in the template and it works fine if the change record is created manually.

However, when created via a flow, estimated hours are not included. Everything else looks ok.

Anyone know what could be causing this?

Sorry for confusion. My thought was

Create a standard change from Service Portal (OOTB) and see if the same issue happening?

 

If yes, then some script running in background.

There is no issue when creating a change record manually, not with the template either.

The issue is when applying the template to create a change record from a flow, triggered by a catalog item.
