Static Multilingual notifications not working either in our instances or my PDI

Hello everyone,
I think I've done everything on my hands to make this work but no luck so far, so I am posting this question here:
What else do I need in order to make a SN instance to send translated notifications?
I followed the steps described in this article (KB1156957), watched and reproduced the steps @Lauren McManamon did on this video, in both my Tokyo PDI and our DEV instance, and it appears there's something missing.
I also confirmed the steps are correct while reading @Mark Roethof's article, but still, no luck in getting those translated emails sent on the Emails log.
In fact, I see an error message displayed when I opened the email record in the log (which is only sent in English), and click on the "Preview Email" related link (the sys_id displayed is the email's sys_id):
Fun fact: when you're in the list view, and you right-click on the email record and select "Preview Email", the email is displayed. (What!!??)
I'm about to create a Support ticket but before that, I wanted to ask the community if anyone has faced something similar recently. We can't afford to implement Dynamic translations, so we must stick with the Static one.

In case anyone needs it:
We found out via HI support ticket that you need to verify what's the current instance language you're using.
If you decide to change the default language in your entire instance, then your notifications should be translated to other languages.
We have changed the default language to French Canada (fq), therefore our notifications should be translated to English (en).
Then your notifications will be sent according to the language your users have selected within their User profile (not their Preferences).
