Subscription Management Application - what's keeping us honest?

First of all, thanks to ServiceNow for providing the Subscription Management application. It will - I hope - make my job somewhat easier.

Currently, I estimate the number of fulfiller licenses we use by examining all roles, then seeing what roles have what privileges according to the ACL. I cross-reference that list with all my users and their roles, and then determine which users have CRUD and/or drill-down access. Then I eliminate those who are only approver-users or admins. Theoretically, that yields the number of fulfiller users. It gets complicated and requires fancy scripting. It's not an exact science, as I have trouble clearly discerning ServiceNow's amorphous licensing definitions and policies. But it's the best we have at the moment.

Now it appears that the Subscription Management Application is here to solve my problems. Or so I hope.

When I looked closely at Subscription Management, I got really confused. The subscriptions table (Subscription Management > Subscriptions) shows ZERO allocated fulfiller users. Yay! Looks like we get to use ServiceNow for free! Of course, this is not the case. So after I dove into the documentation for the Subscription Management Application, it looks like I'm supposed to manually move my users into the fulfiller column myself. Huh? Why would I do this? Is this the honor system? Wouldn't ServiceNow look at all my users move them into the fulfiller column for me? I mean, what incentive do I have to go through this exercise myself? And if I choose to go through this exercise and fail to move a user into the fulfiller column, will that user no longer have fulfiller privileges?

Or maybe the Subscription Management Application is broken.

Or maybe I missed something in the documentation. (High probability)

Please help set my brain on the right path.
