Is there a way to group variables into tabs in Service-Now similar to Azure resource / subscription requests (such as below)?
The catalog item have 4 tabs with variables in each tab, this is very intuitive if we can do this.

Hi,
As Mark mentioned, with the out of box offering, no, it's not available for "variables".
This is of course available on a form (like the Incident form that has sections for "Notes", "Related Records", "Resolution Info", etc.), outside of a catalog item/record producer, in tabs, with fields within those sections. Which would be more so what you're showing in the screenshot from Azure, anyway.
