Please make sure that is this the way that arabic language add to instance manually :
1. ask servicenow support team to add language code to sys_language table.
2. download english version of translate tables : sys_translated, sys_ui_message, sys_documentation, sys_choice, sys_translated_text
3. translate these table's fields to arabic.
4. insert arabic translated table to the instance's each 5 translation related table.
Once I've tried thought about the procedure of add arabic to the instance. am I right?
Is there anything I have to do activate arabic language to the instance?
It would be appreciate that provide anything to guide add language to the instance.

I don't think as of now Arabic Translations are supported !!
Here is a list of languages being supported by ServiceNow :

ServiceNow does not support arabic language, but I have to add an arabic to the instance.
