UI Action condition is not working

System Property -

UI Action Condition -

I wanted to show this UI Action for both groups Group - 1 and Group - 2 but it's not visible to any group.

Can someone assist me on this?

How it can done through system property? Actually I wanted to add groups in system property and use it in UI Action.
