When I open a change, I can 'Propose a New Change Template' from the hamburger menu. But when I do this, it doesn't create a record in Change > Standard Change > Open Proposals. But I can create a template by using New in that menu.
Likewise, when I open an existing Standard Change Template, the actions 'Modify Template' and 'Retire Template' (under 'Related links') don't produce any result either.

Edit #1: I've tried repairing the Standard Change plugin, but issue persists.
Edit #2: After some investigation it looks like I'm missing some 'record producers' that are supposed to come as OOTB functionality: 'Retire a Standard Change Template', 'Modify a Standard Change Template', 'Propose a new Standard Change Template'.
Edit #3: Raising a ticket with support to get their opinion. They found out that those 'record producers' were deleted by someone. I have restored them back from this link:

I've done a bit of research, and it looks like I'm missing some 'record producers', whatever that is...
I don't have any of these which should be there as part of OOTB Standard Change plugin:
- 'Retire a Standard Change Template'
- 'Modify a Standard Change Template'
- 'Propose a new Standard Change Template'
Contacted support and they told me that those were deleted by another person. Found the deleted records and restored them back from this link:
