Unable to view SOW Lists without the ITIL role

I've added additional Applicabilities based on a custom audience role and tied it to the list with new records in M2M Applicability list. But after taking off the ITIL role from the user (and trying to rely just on the new applicability) the list navigation shows zero lists. I even tried added integration_agent as a role since that applicability was already setup, but still no luck.

 

Does a user have to have the ITIL role to view the Lists in Service Operations Workspace?
