Updated author doesn't have the Publish functionality for Knowledge article

We recently changed the author of some of the knowledge articles to a new user since the original author was no longer active.
But the new author doesn't have the publish functionality.
As per the support article, publish functionality is available for users who are the author or revised the article, but the new author doesn't have it.
How to solve this issue ?
