user access issue in dev instance

created a new user in all 3 instances, and added all appropriate roles to it but the user is not able to access dev instances remaining can able to access why?

Look like issue with SSO. Please check user SSO link.

this is a SSO issue.

Seems the sso is not configured with correct Idp in dev

Did you check if the email id is mapped with the user record in dev instance?
