I have activated Document Viewer, and it works well for documents opened from a case.
Anyone who knows how use Document Viewer from Service Portals?

At the moment, the out-of-the-box Document Viewer is platform UI only. https://docs.servicenow.com/bundle/paris-platform-user-interface/page/use/using-forms/concept/Docume...
There is something on Share that will allow the viewing of PDFs but I haven't tried it personally. https://developer.servicenow.com/connect.do#!/share/contents/7751922_sp_pdf_viewer?v=1&t=PRODUCT_DET...
