What does the role web_service_admin give to a user?

A user wants me to give him this role, but I can't find out what exactly they will have access to if I give it to them They say
" in order to use ServiceNow RESTAPI module/make RESTAPI calls from rest client. This is needed to manage location/CI data for RMM customers, to query/download customer data to external 'master load' files, to synchronise with data from other sources before uploading via the regular loading process.
Currently we are using the regular web browser UI in conjunction with scripted VB 'screenscrapers', but this is limited by the max number of records setting in the UI and is causing major slowdown in regular usage. The web UI simply is not suitable for regularly runing queries and pulling data to synchronise with master loading files."
Anyone have any details on what they will be getting if I give them this role?

Users with this role can read, create, modify, and delete Scripted REST APIs and web service resources.
