Why is it showing "You are either not authorized or record is not valid" ?

I am trying to make record producer public and for this part it is showing like this.

Hi Souvik,
to make record producer public, you can simply remove criteria from "Not available" related list under record producer.

This looks like your service portal page, where one of the widget or part of the widget is showing default message which shouldn't be your concern.
