I'm trying to follow these directions (https://docs.servicenow.com/bundle/quebec-platform-administration/page/administer/security/task/t_CreateEndpointforExternalClients.html). It appears OAuth 2.0 had been enabled several years ago. However, I don't see System OAuth or Application Registry under System OAuth. I've verified the plugin for OAuth 2.0 is installed. I can see the system property 'com.snc.platform.security.oauth.is.active' is set to true. My account has the admin role.

I finally found the answer to my question. I don't have the role required to see the Module. I had to go to System Definition > Modules and search for it there. I then found that oauth_admin was the only role granting access which I did not have.
