Workflow Studio - Flow Not Triggering Consistently

Hi, I have created a flow using the Workflow Studio, which looks at the most recent discovery date to check if a device has been seen in the last 90 days.
I can change the discovery date manually on the device for testing purposes and sometimes the trigger will fire and an email will be sent but sometimes the trigger doesn't fire and no email is created (confirmed by checking the system emails queue)
As shown below I have filtered down to two test users.
Can anybody help me ensure the trigger will always fire.

When running a test for the trigger it will always work as expected but not when manually trying to fire the trigger by changing the most recent discovery.

Are you sure flow is published?
are you sure the record for which you are manually testing satisfies the condition for flow trigger?
if yes then the record for which you are testing has user/recipient which is active, not locked out, has email field populated and has notification preference enabled?
are you sure this is selected which I highlighted?

Hi Ankur, how can I check if it is published? I am running Washington if that makes any difference.

This is now set to published and the advanced options are already set to as above but no email is sent.
