I want a report(line chart) for the incident and need a comparison between created and resolved incidents of the month without using performance analytics. Is that possible?

You mean the count difference? I think it is not possible without PA. Could you please share the report which you created to see these.

Why not use PA? These KPI's are free and shipped with every instance, so you can just use them.
But if the reason is a good one, you can just create a report and add a different dataset to it, so you have both lines in one graph.

We are using the standard version of ServiceNow and not a professional version, so PA always comes with limitations in our instances.
