Not generate a approval record by non-admin user using ask for approval action

A non-admin user create a record in order to generate a approval record, but not found out.

A admin user create a record and a approval user can find out a approval record.

Why? What can I need to do to solve this problem?

Sorry, I am a servicenow beginner. System user is admin user? If it is admin user, it worked before.

But I want that it is worked as a non-admin user.

Is this for catalog item flow?

If yes then did you check flow is configured to run as System User?

In the properties of flow, After set run as to system user, it works!
