From the past few weeks most of the members were experiencing the same issue, wait for it. Else, if you are already having a PDI make it upgraded to the latest version.

Due to high demand following a new platform family release, PDI pools for the Australia version are currently experiencing errors or waitlisting. These days lots of similar issue have been reported.
I will suggest you to Wait for fulfillment for your PDI request to be provisioned as it is already waitlisted. If you get chance to request lower version, as per other community member report, they are facing same waitlist experience.
Support is not available for PDI .
Note: if you urgently need a PDI, Create a new, separate account on the ServiceNow Developer Portal using an alternative email address , request for a lower version and check which one is fulfilled early.

@Tanushree Maiti - your advise that users create separate accounts to spin up additional PDIs is in breach of ServiceNow's terms of service, which state that users may not have more than one instance.
