Hi All, 
 Is Knowledge role is enough for user to upload the kb article, If not can someone guide me.

Hi, Even if I give the knowledge role to the user, the user can't view the kb article. Why is that?

 

Viewing can be dependent on user criteria. Please check if any user criteria are mentioned at the knowledge base level.
