Approver email not received by approver

Hi Team,
we have group approval for change request, i can see there are 20 approvers all of them are receiving approver email notification, except one approver who's name is appearing in approver list of change request but that person has not received email notification for 'Request approval' where other 19 approvers received notification.
let me know what needs to be done here.

I am still struggling with this, how come user name showing in the approver list but not receiving email for same. also his profile has notification enabled as well

Did he unsubscribe the to the email? You can impersonate and check, if he has for some reason unsubscribed the notifications by navigating to the User->Preference->Notification
